Resurface and update 19 miles of Hwy 238 from north of Morrison Co. Rd. 19 in Upsala to Hwy 27 west of Little Falls, Morrison County.

Summary of work

• Resurface 19 miles of road (mill and overlay asphalt)
• Realign and add turn lane at Co. Rd 228 in north Upsala
• Replace or repair 14 underground drainage structures (A-N):

  Upsala to Elmdale

  A) South of Co. Rd. 228

  B) North of Co. Rd. 227 (50th Ave.)

  C) South of 55th Ave.

  D) North of 60th Ave.

  E) South of Dairy Rd.

  F) North of Dairy Rd.

  G) North of 40th St.

  H) North of 80th Ave.

  
  Elmdale to Bowlus

  I) North of 100th Ave.

  J) South of 110th Ave.

  
  North of Bowlus

  K) South of 80th St.

  L) South of 90th St.

  M) South of 95th St - box bridge at Hay Creek

• Update safety guardrail
• Install new mumble strips and permanent road markings
• Update pedestrian crossing in Elmdale

Future impacts

Overall travelers to encounter multiple crews at work along Hwy 238 from Mid-July to late September 2025.

• Segments of alternate one lane traffic sunrise to sunset with flaggers and pilot car to resurface road
• Local access will be open and maintained; however, expect changes
• Detours and local hard closures will occur to replace drainage structures beneath the road; follow signs and use nearest exit/entrance closest to your destination
