MnDOT issues Findings of Fact and Conclusions on the Hwy 23 New London to Paynesville conversion project
WILLMAR, Minn. – The Minnesota Department of Transportation has issued its Findings of Fact and Conclusions on the Highway 23 New London to Paynesville 2-Lane to 4-Lane Conversion Project.
Under Minnesota rules, MnDOT is the Responsible Governmental Unit for this project. The proposed action was described and analyzed in a State Environmental Assessment Worksheet (EAW). The EAW, which assess the potential environmental impacts of the project, examines the purpose and need for the proposed improvements to Highway 23, along with the anticipated social, economic and environmental effects if the project is constructed.
A Notice of Availability appeared in the EQB Monitor on May 2, 2016. An open house meeting was held on May 17, 2016. The comment period closed June 1, 2016.
A thorough analysis of the project and its potential impacts was completed by MnDOT. Through its own analysis, coordination with affected agencies, public involvement, and comments received, MnDOT has determined that the proposed New London to Paynesville 2-Lane to 4-Lane Conversion project as described in the EAW and the Findings of Fact and Conclusion (FOF&C) does not have the potential for significant environmental impact.
On June 30, 2016, MnDOT concluded than an Environmental Impact Statement (EIS) is not required, and as a result has issued a Negative Declaration Order for the project. This decision and determination is supported by the full administrative record of the project, including the FOF&C. The Negative Declaration concludes the Minnesota state environmental review process.
