TED Program | 2025 projects
2025 TED project selections
MnDOT, in partnership with the Minnesota Department Employment and Economic Development, selected five state highway projects in the Twin Cities Metro and Greater Minnesota that will receive a total of $20 million in TED program funding resulting from MnDOT’s 2025 solicitation. The projects help support growing industry and businesses, leverage private funding and improve the transportation system for all users.
Twin Cities Metro
Dakota County: $3.9 million
Dakota County’s CSAH 46 Improvements Project was awarded funding to construct two new roundabouts at the interchange of CSAH 46 and US 52 in Coates. This project is expected to create 110 jobs within the project area.
City of Savage: $7.9 million
The city of Savage received a partial award of $7.9 million for the Highway 13 Corridor Mobility and Safety Improvements Project. This project will remove all at-grade traffic signals on Hwy 13 and construct new interchanges/overpasses, as well as a redesigned frontage road system. This work is part of a larger MnDOT reconstruction project and is expected to create 71 new jobs.
Greater Minnesota
City of Two Harbors: $4.9 million
The City of Two Harbors’ Highway 61 Corridor Project will reconstruct an approximately two-mile segment of TH 61 from Scenic Drive to the east side of the city near Park Rd. This project includes closing the left turn from Scenic Dr to TH 61, constructing a separated multi-use trail from Scenic Dr into town, constructing two roundabouts at TH 61 and 7th Ave and 11th St, and protected pedestrian crossing refuges. This project is expected to create 16 new jobs.
City of Saint James: $518,760
The turn lane improvements include TH 4 mainline pavement widening, shouldering, grading, pavement striping, and the relocation of one driveway access serving an existing business, Fleet and Farm. This project is expected to create 62 new jobs.
Meeker County: $2.7 million
This project will reconstruct the intersection of TH 12 and CSAH 34 into a three-legged roundabout in Litchfield. This project is expected to create 2 new jobs.
Project selection and scoring
MnDOT received seven applications from the Twin Cities Metro area and three applications from Greater Minnesota for the 2025 solicitation. Projects were scored and reviewed based on criteria including economic and transportation benefits, investment risk, and geographic parity. Projects required a minimum of 50 points to be eligible to receive funding. MnDOT aims for a 50/50 to 60/40 split in funding allocations between the Metro area and Greater Minnesota.
