In this month’s newsletter, I will share a short summary of the information we shared during the recent Safety and Mobility Table Talk on November 13. These table talks are informational community conversations about topics related to the environmental study process. The table talk meetings are virtual and share information with the public on a topic with either a question and answer session after or breakout discussions for input and feedback.

The Safety and Mobility table talk introduced the public to the preliminary data needed to analyze the Phase 2 Hwy 252/I-94 mainline build alternatives and compare them to the no-build alternative.

Phase 2 will analyze 10 mainline build alternatives that will determine how the Hwy 252 and I-94 corridors will function. There are 3 options for Hwy 252 and 5 options for I-94. When combined in various combinations, these options form the 10 alternatives for the mainline build.

We are evaluating the preliminary results of many different criteria in Phase 2. Among the criteria we looked at were:

  • corridor crashes – a prediction of total crashes and severe crashes over 20 years
  • corridor travel time – how long it takes to get from one destination to another
  • travel time reliability – how consistent travel times are
  • segment level of service – a measure of freeway congestion levels using grading on a A-F scale
  • intersection level of service – used for signalized corridors and based on congestion at intersections using grading on a A-F scale
  • pedestrian and bicyclist comfort – a measure of overall travel experience using grading on a A-F scale

All 10 mainline build alternatives perform better than the no build alternative in:

  • total crashes
  • vehicle and bus peak hour travel time
  • vehicle and bus travel time reliability
  • pedestrian and bicycle comfort
  • accessibility to bus stops
  • intersection level of service

Eight of the 10 mainline build alternatives perform better than the no build alternative in:

  • fatal and serious injury crashes
  • segment level of service
