2023 AT and SRTS Infrastructure Solicitation update

By: Rashmi Brewer, State Aid State Programs Engineer and Steve Prusak, Active Transportation Engineer

The 2023 Active Transportation (AT) and Safe Routes to School (SRTS) Infrastructure Solicitations opened on November 27, 2023, with an application submittal deadline at 4 p.m. CST on Friday, February 2, 2024. Both solicitations will run concurrently to provide funding for eligible bicycle and pedestrian improvement projects across the state.

Please check out the AT and SRTS program webpages for the online applications and important solicitation related document resources which will be helpful in learning more about each program and assist applicants in completing strong application submittals. Strong projects will mitigate safety hazards related to interacting with vehicular traffic, create safe and comfortable walking and biking environments, connect communities and key destinations, and boost public health. Infrastructure improvements funded by these grants will require a useful minimum service life of 10 years and must be ready for construction in 2024 or 2025.

The 2023 AT Infrastructure Program has $13.2 million in grant funds that are competitively available for the following eligible applicants: Greater Minnesota State Aid cities and counties, Greater Minnesota small cities and townships, Greater Minnesota Federally Recognized Indian Tribes, Greater Minnesota tax exempt-organizations. NOTE: The seven-county metro area and entities within it are ineligible for 2023 AT Infrastructure grant funding.

The 2023 SRTS Infrastructure Program has $10.9 million in grant funds that are competitively available for the following eligible applicants statewide: State Aid cities and counties, small cities and townships, Federally Recognized Indian Tribes, and schools and school districts.
