Background
The Hwy 23 Safety Assessment's mission is to develop a common vision and guidance for managing the Hwy 23 corridor now and into the future. Goals, objectives and evaluation measures are currently being developed by the assessment team. The purpose of the safety assessment is to:
- Evaluate existing conditions
- Facilitate discussion between local partners, stakeholders and the public
- Provide a list of opportunities
- Provide recommendations
- Establish priorities
- Develop a common vision to identify, prioritize and design future safety improvements
The study will have three phases.
Phase One
- Purpose & Need/Issue Identification
- Collect existing data
- Identify existing corridor/intersection issues & deficiencies
Phase Two
- Develop alternatives
- Conduct analysis of alternatives
Phase Three
- Identify recommended alternatives
- Develop strategies and implementation plan
The Assessment is being led by SRF as the lead consultant. The team is comprised of individuals from the following organizations:
- Minnesota Department of Transportation District 8
- City of Marshall
- The Marshall Area Transportation Group
- Lyon County
The team will help to guide the assessment bu providing input on scheduling, ensuring assessment progress and providing oversight of public engagement activities.
