Proposed three-year Disadvantaged Business Enterprise goals

As a condition of receiving federal money, MnDOT is required by the Federal Highway Administration and Federal Transit Administration (FTA) to establish an annual statewide goal for DBEs to perform on federally funded contracts over the next three years. The annual goal is a percentage of the federal contracting dollars that are targeted for certified DBE firms to perform based on the availability of ready, willing, and able firms in Minnesota. 

MnDOT is in the process of calculating the proposed three-year DBE goal for FFY 2022-2024.

Proposed Disadvantaged Enterprise goals

  • FHWA-funded contracts: 12.59 percent of the sum of all to be performed by DBEs
  • FTA-funded contracts: 6.82 percent of the sum of all to be performed by DBEs

Goal time period

The goals will be in effect for Federal Fiscal Year 2022-2024.

Survey

MnDOT is partnering with the University of Minnesota and the University of Chicago’s National Opinion Research Center (NORC) to send a survey to collect basic information and learn more about businesses that may be part of MnDOT’s contracting market.

It is important for the businesses surveyed to respond, as findings from this study may impact MnDOT’s DBE goal for contracting opportunities over 2022-2024. The information collected will be confidential and never directly associated with your business. NORC will deliver deidentified data to the University of Minnesota to analyze. The University of Minnesota will conduct the data analysis and report findings in aggregate to MnDOT.

In order to obtain relevant information needed for this project, NORC team members may contact small businesses to gather such information. The team will use the information collected strictly for purposes of the study and will not disclose it to outside parties. If you are contacted, we strongly encourage you to participate in the survey and provide any requested information as soon as possible.

The survey should require about ten minutes to complete and can be accessed by clicking the link and entering the PIN included in the invitation email or letter you received about this study.
