District and Contractor Annual Workforce Report

About the District and Contractor Annual Workforce Report

Committee members use the District and Contractor Annual Workforce Report  to review workforce participation among contractors and throughout the MnDOT districts on an annual basis. Specifically, the report compares labor hours worked by women and people of color against applicable workforce participation goals.

Report pages

Use the buttons at the top right to navigate to the four report pages.

  • MnDOT Districts: Displays district data within designated calendar year on MnDOT projects with over 1,000 hours.
  • District Trends: Displays district trend data on MnDOT projects with over 1,000 hours over a three-year period.
  • Prime Contractors: Displays contractor data within designated calendar year on MnDOT projects with over 1,000 hours.
  • Top 10 Contractors: Displays “top ten” contractor data within calendar year on MnDOT projects with over 1,000 hours. “Top ten contractors” refers to companies awarded the most dollars for highway heavy construction projects in designated calendar year.

Filters

Use the filters on the left to sort the data on the report page.

To select multiple options in a single filter, hold the Ctrl key down and select the desired options.

To clear a filter, select the filter option again or select the eraser icon on the filter. To clear all filters at once, select the “Reset filters” button.

Viewing tools

  • Full screen mode: Full screen mode expands the report to fill the entire screen.
    • To open the report in full screen mode, select the full screen icon (i.e., the two-way diagonal arrow) at the bottom right of the report.
    • To exit full screen mode, click the X or press Esc.
  • Tooltips: Tooltip messages provide additional information when the cursor hovers over a graph.
    • To view tooltip messages, hover your cursor over various parts of a graph.
  • Focus mode: Focus mode enlarges the section to a full screen view.
    • To open focus mode, hover your cursor over or click on a report visual and select the focus mode icon (i.e., the box with an arrow pointing up and to the right).
    • To exit focus mode, click the “Back to Report” button or press Esc.
  • Show as table: Show as a table expands and converts the report visual into a data table.
    • To open show as a table, right click on the visual and select “Show as a table.”
    • To exit show as a table, click the “Back to Report” button or press Esc.

If you use assistive technology such as a screen reader or rely on keyboard-only access, use the following guidance and shortcuts to improve report interaction:

  • Enter report: To enter and interact with the report, tab to the report and press:
    • Windows: Ctrl + Enter
    • Mac: Command + Return
  • Keyboard shortcuts list: For a list of available keyboard shortcuts, enter the report and press:
    • ? (Shift + /)
  • Page navigation: To move between report pages, press:
    • Windows: Ctrl + F6
    • Mac: Command + F6
  • Section navigation:
    • Use tab or arrow keys to move between sections on a report page.
    • Press Enter to enter a section.
    • Press Enter or Space bar to select and unselect a data point, then use tab or arrow keys to move between data points.
    • Press Esc to exit the section.
  • Focus mode: Focus mode enlarges the section to a full screen view. To enter focus mode, tab to the section and press:
    • Windows: Alt + Shift + F10 then tab to focus mode and press Enter
    • Mac: Option + Shift + F10 then tab to focus mode and press Enter
  • Show as a table: The show as a table feature makes a report section screen reader friendly. To show as a table, tab to the section and press:
    • Windows: Alt + Shift + F11
    • Mac: Option + Shift + F11
  • Focus mode and show as a table navigation:
    • Use tab or arrow keys to move between the sections in focus mode and table sections.
    • Press Enter or Space bar to interact with the data points, then use tab or arrow keys to move between data points.
    • Press Esc to stop interacting with elements.

  • Average people of color goal: average applicable workforce goal for people of color across a defined data set and expressed as a percentage of total labor hours  
  • Average women goal: average applicable workforce goal for women across a defined data set and expressed as a percentage of total labor hours
  • Award amount: total value of MnDOT contracts awarded to a given contractor in millions of dollars in a calendar year
  • Awarded contract amount: contract value of a project in millions of dollars
  • MnDOT district: MnDOT-assigned region
  • Goal: workforce goal set by the Minnesota Department of Human Rights (MDHR) that is expressed as percentages of total hours worked by women and people of color working on a project
  • People of color (PoC): a person who does not identify as white
  • People of color hours: number of total hours people of color worked on a project as of the given date
  • People of color participation: percentage of total labor hours worked by people of color across a defined data set
  • People of color percent (%): percentage of total hours people of color worked on a project
  • Primary county: county in which the majority of labor was performed or which has the highest applicable workforce goal
  • Prime contractor: name of the contractor awarded the project and whose performance toward the applicable workforce participation goals is measured by the Results and Transparency Workforce Report
  • State project number: MnDOT-assigned state project number with XXXX-XX or XXXX-XXX format
  • Total hours: total number of hours worked on a project as of the given date
  • Women hours: number of total hours women worked on a project as of the given date
  • Women participation: percentage of total labor hours worked by women across a defined data set
  • Women percent (%): percentage of total hours women worked on a project

Report data comes from contractor payroll information and is updated yearly.
