Intersection study (ICE)Hwy 23 and Hwy 9 safety improvement project

  • ICE, or Intersection Control Evaluation, is a process to determine the most appropriate type of intersection traffic control based on existing conditions and future needs.
  • The intersection of Hwy 7 and CR 15/24th St. in Montevideo was evaluated, including the conditions (traffic volumes, turning movements, types of traffic, crash data, etc.) that currently exist at the intersection as well as future traffic projections.

Summary of public engagement

  • Public engagement was performed to identify concerns and considerations regarding the intersection from the community.
  • An in-person open house was held on November 11, 2022. Approximately forty-six (46) individuals attended.
  • An online survey was promoted to the community and two hundred and eighty-nine (289) responses were recorded.
  • Interviews with business owners and property owners were also conducted.

Options evaluated

  • In addition to the existing condition, three options were evaluated for the intersection:
    • All-way stop
      • Stop signs would be added to Hwy 7 approaches.
      • This option was dismissed due to safety concerns and the increased delay to traffic.
    • Traffic signal
      • The amount of traffic present at the intersection in 2021 does not meet the amount necessary for the installation of a traffic signal. Future traffic projections may reach the threshold in 2033.
      • Traffic volumes and safety will continue to be monitored.
    • Roundabout
      • The amount of traffic present at the intersection in 2021 does not meet the amount necessary for the installation of a roundabout. Future traffic projections may reach the threshold in 2033.
      • Traffic volumes and safety will continue to be monitored.

Conclusion

  • While the amount of current traffic at the intersection did not necessitate a change, traffic volumes and safety will continue to be monitored by MnDOT. Further study of improvements to the Minnesota River Valley Trail crossing at the intersection will be performed by the City of Montevideo and/or Chippewa County along with MnDOT involvement.
