National Electric Vehicle Infrastructure Program in Minnesota
The National Electric Vehicle Infrastructure (NEVI) Formula Program provides funds to states to build a convenient, affordable, reliable, and equitable fast charging network for EVs across the United States. Program funds must first be used to install direct current fast chargers (DCFC) along any alternative fuel corridors (AFCs) for EV charging that had been designated by the states. After states complete the AFC build-out, they can use the remaining funds on other roadways within the state.
NEVI funding round 3a request for proposals
MnDOT has opened the round 3a request for proposals for the NEVI program. This phase of NEVI funds will continue our work to support long-distance travel around the state. There are 74 eligible clusters where stations can be proposed and a total of $41.18 million in obligated funds available.
Timeline
- Aug. 26, 2026, 9 a.m.: Application window opened
- Aug. 26 through Oct. 9, 2026: Questions accepted
- Sept. 23, 2026, 1- 3 p.m.: Application prep webinar
- Sept. 29, 2026, 9 -11 a.m.: Post-award grantee expectations webinar
- Nov. 2, 2026, 4 p.m.: Deadline to submit an application to MnDOT
- Late December 2026 to January 2027: Round 3a conditional awards announced

Responders who have any questions regarding this RFP must submit questions only via our form by 5 p.m. on Oct. 9, 2026.
No MnDOT personnel are allowed to discuss the RFP before the applications are due. Contact regarding this RFP with any personnel may result in disqualification.
We'll publish questions verbatim as submitted weekly each Tuesday through Oct. 13, 2026, along with our responses. Check back for any addendums to the RFP and any questions that have been answered.

We strongly urge you to conduct your due diligence as it relates to the NEVI Formula Program and the federal, state and local laws that apply to this funding.
Step 2: Register for a UEI (also called a SAMS number)
- A Unique Entity ID (UEI) is required to receive federal funds. UEIs are issued by Federal Contracting Services.
Step 3: Register as a vendor in SWIFT
A Vendor ID is required for processing invoices and payments. The grant applicant must obtain the Vendor ID. MnDOT will establish a contract and process invoices directly with the grant applicant. If the grant applicant already has a Statewide Integrated Financial Tools (SWIFT) Vendor ID, you do not need to register again. Navigate to the Supplier Portal Vendor Registration to register as a vendor.
Step 4: Complete the application documents (from Step 1) as described in the RFP
Each application must include the following (unless marked optional), completed attachments and documents, as described in this RFP and in the format identified:
- Completed General Technical Application Form - Attachment 3, including all required information (searchable PDF format)
- Completed Project Site Technical Proposal Form - Attachment 4 (searchable PDF format)
- Signed Cost Proposal Form - Attachment 5 (XLSX format)
- Signed letter from the site owner (searchable PDF format)

- EVSE cut sheets
- Electrical infrastructure diagram and details
- Resumes of key roles and organizational chart
- Signed certification documents from Attachment 10

Step 5: Submit application

After you apply
- You'll receive automatic email confirmation.
- We'll convene a scoring committee to review and score all applications.
- We intend to make up to 40 awards this round with no more than one award per cluster.
- We intend to announce conditional awards by Dec. 30, 2026. That date is tentative depending on the volume of applications received. We'll publish updates.
