Maintaining Minnesota's Highways

Highway Systems Operations Plan 2012-2015

Minnesota’s statewide HSOP update identifies the numerous challenges of maintaining and operating a 12,000-mile transportation system at a time when resources are limited and infrastructure is aging.

It balances many competing activities, which include clearing snow and ice, patching roadways, inspecting bridges and replacing damaged signs. These various activities enhance safety and mobility for system users.

The report also documents policy, strategies, performance targets and investment priorities for maintenance and operations-related activities.

How does HSOP fit in with other MnDOT plans?

The HSOP is part of MnDOT’s family of plans. The family of plans includes the Statewide Multimodal Transportation Plan and modal system/investment plans (highway capital, highway operations, rail, transit, freight, bike/pedestrian, and aviation). Together, the family of plans establishes MnDOT’s:

  • Policies
  • Objectives
  • Strategies
  • Performance targets
  • Investment priorities
