We are working to make Hwy 47/University Ave. between 37th Ave. in Columbia Heights and just north of 85th Ave. in Blaine safer and easier to use. We want to make sure everyone can use University Ave. safely and comfortably, whether they walk, roll, ride a bike, use public transit, or drive a car or truck.

We are asking for community feedback about proposed changes developed through the Hwy 47/Hwy 65 Planning and Environmental Linkages (PEL) study. This input is needed to understand what improvements should be made to this section of Hwy 47.

We are currently studying the alternatives that would be possible for this section Hwy 47. Once an alternative is chosen and a design established, we will seek funding to make road improvements along with our local partners.

Summary of work

  • Study Hwy 47 to determine safety improvements
  • Engage with the public on design alternatives
  • Coordinate design with other highway projects and the planned Metro Transit F-Line route
  • Determine other improvements for this project during the public engagement and design process
  • Set the project up to pursue future funding

Public engagement

In August and September 2024, the project team hosted a series of engagement events, including four pop-ups and a public meeting, aimed at gathering community input on the potential design features for Hwy 47. Overall, the project team interacted with about 185 community members at these events.

Key takeaways

  • Speeding and driver behavior were frequently cited as major safety issues along Hwy 47.
  • Pedestrian safety was a major concern, with issues raised about unmarked crossings and dangerous intersections.
  • Several intersections, including 85th Ave., 81st Ave., Mississippi St., 61st Ave. (near Fridley High School), 53rd Ave., and 44th Ave. were highlighted as problematic for both pedestrians and drivers.
  • Multi-lane roundabouts were the most popular intersection type, with participants recognizing their benefits for traffic flow and safety. While concerns about roundabouts were raised, most participants acknowledged the safety advantages.
  • Participants also supported fully grade-separated interchanges in the northern section of Hwy 47.
