New interchange opens to all St. Cloud area travelers Nov. 2
ST. CLOUD, Minn. – The Minnesota Department of Transportation is excited to announce all lanes, access ramps, traffic signals, frontage roads, sidewalks and trails on the Highway 10 and Highway 23 interchange project in east St. Cloud, Benton County, will open to travelers late Saturday afternoon, Nov. 2, 2024.
This marks the completion of the two-year construction project that began in April 2023.
“MnDOT is proud to deliver this $43.7 million interchange project to the traveling public,” shared MnDOT District 3 Engineer Mike Ginnaty. “This long-term investment in our Highway 10 and Highway 23 infrastructure will reduce congestion and improve traffic flow for the next 60-plus years."
Traveler benefits for this project include:
- A new, smoother road surface that includes turn lanes, shoulders and entrances on both directions of Highway 10 between 15th Avenue SE and Benton Drive, and Highway 23 between Wilson Avenue SE and east of Benton County Road 1
- Two new Highway 23 bridge structures over Highway 10 with reconfigured on/off ramps and traffic signals for improved motorist traffic flow and safety through the interchange area
- A new City of St. Cloud Fourth Street SE bridge, known as the East Side Crossing, over Highway 10 that connects the east and west frontage roads
- New sidewalks and neighborhood trail connections provide safer pedestrian and bicyclist options
- Updated traffic signal systems at Highway 23 and Lincoln Avenue SE, Highway 10 and E St. Germain Street and Highway 23 and E Division Street/14th Avenue SE
- Replaced or repaired underground drainage structure and city utilities
- A new noise barrier wall along the south side of Highway 23 east of 14th Avenue SE
Through November, crews will continue to complete work along the project. Motorists may encounter periodic lane or shoulder closures. Traffic signal systems will also be monitored and adjusted.
MnDOT and the prime contractor, Landwehr Construction, St. Cloud, thank the public for their continued patience during this project, especially our commercial freight haulers who regularly use this principal artery. For more information on projects in central Minnesota, go to mndot.gov/d3/projects.
