Weekend closure of Interstate 94 planned January 16-18 to place bridge beams for the new Kellogg Blvd./3rd Street bridge over the interstate

ROSEVILLE, Minn. —As the city of St. Paul begins setting beams for the new Kellogg Blvd/3rd Street bridge on the east end of the city’s downtown, both directions of I 94 will close Friday evening, Jan. 16. Beginning at 8 p.m. on Friday, Jan. 16, there will be lane closures in both directions of the interstate and at 10 p.m., westbound I-94 will close between Hwy 61/Mounds Blvd. and Hwy 52/Lafayette Freeway. The eastbound interstate will close at 11 p.m. from Hwy 52/Lafayette Freeway to Hwy 61.

Access from the interstate to local streets, including Etna St. and Wilson Ave. will be prohibited and all westbound I-94 traffic will be routed southbound on Hwy 61. The exits to Burns Avenue also will be closed to reduce cut-through traffic on local streets. There also will be no access to eastbound I-94 from I-35E or from cross streets in the closure area. Westbound I-94 traffic will be able to exit I-94 at Hwy 61/Mounds Boulevard. Eastbound I-94 motorists will be able to exit I-94 at 7th Street and Hwy 52/Lafayette Freeway. Mounds Boulevard local traffic will be able to enter eastbound and westbound I-94.

Motorists who want to reach downtown St. Paul from east of the closure should take Hwy 61 south to Warner/Shepard Rd. Traffic wanting to access local eastside St. Paul streets from the east should exit on White Bear Ave.

The weekend closure will allow city of St. Paul construction crews to deliver and set beams for the new Kellogg Blvd./3rd Street bridge over the interstate east of downtown St. Paul. Construction crews will work throughout much of the weekend to place beams before the interstate is reopened around 9 a.m. on Sunday morning, Jan. 18. Nearby residents and businesses may experience some construction noise around the clock, including trucks hauling beams and cranes setting beams.
During the I-94 closure, motorists will follow signed detours:

  • Eastbound I-94: North on I-35E, east on I-694 and south on I-694 to the I-94/I-494/I-694 interchange in Woodbury.
  • Westbound I-94: North on I-694, east on I-694 and south on I-35E to westbound I-94.

The Kellogg Blvd./3rd Street bridge closed July 24, 2025. The city of St Paul is replacing the bridge to address the need for a more reliable connection to the city that will accommodate people walking, biking, taking transit and driving. The project is expected to be complete in the fall of 2027.
