Jay Owens
State Aid is pleased to announce Jay Owens as our new State Aid Office Director. He has been working for the City of Red Wing as an engineer for almost 30 years. Jay has also worked as a Staff Engineer, Assistant City Engineer, City Engineer and Engineering Director in his time at the City of Red Wing. In addition, he has experience as a Surveying and Engineering Technician, at both the City of Red Wing and CCST Engineering.
Jay graduated from the University of Minnesota. Jay and his wife have raised two daughters and a niece. Jay loves cooking, camping, hiking, fishing, the BWCA, and live music.
Jay will be starting with State Aid on April 24, 2024.
