2024 FHWA 1392 Report Reminder

With summer officially here, it’s time to start thinking about the 2024 FHWA 1392 Report.
MnDOT Office of Civil Rights (OCR) will need to know which contractors were working on federal aid projects across the state during the last full week of July. Specifically, OCR is asking all project engineers to submit 1) construction diaries or 2) lists of working contractors for all federal aid projects in their regions that were active anytime from July 21 - July 27, 2024.
Project engineers should submit these construction diaries or lists of working contractors to OCRFormSubmissions.DOT@state.mn.us by Monday, August 5, 2024.
As a reminder, OCR now uses an online database to collect mandatory contractor workforce data for local (city and county) federal aid projects. The database, OCR Salesforce, replaces the Monthly Employment Compliance Report (EEO-13 form) for recently let federal aid projects.
What does this mean for project engineers as it relates to the 2024 FHWA 1392 Report?
- Federal Aid Projects with bid lettings on or after September 6, 2022: Project engineers must only submit construction diaries/list of working contractors on federal aid projects active during July 21 - July 27, 2024.
- Federal Aid Projects with bid lettings on or before to September 5, 2022: Project engineers must submit construction diaries/list of working contractors on federal aid projects active during July 21 - July 27, 2024, as well as collect and forward EEO-13s weekly for the month of July to OCR.
