UPDATE - 2024 Active Transportation and Safe Routes to School Infrastructure Solicitations

Two key solicitation updates are provided below:

  • The 2024 Letter of Intent (LOI) submittal period is now open for both Active Transportation (AT) and Safe Routes to School (SRTS) Infrastructure. All potential applicants are encouraged to submit these letters and receive State Aid feedback on their project and application readiness. Submittals will be open through Friday, October 18, 2024 and feedback responses will be sent prior to the full application period opening.   • As shared via the September E-Scene newsletter, the available funds for the 2024 AT Infrastructure solicitation of $16.252 million are hereby revised to $12.502 million. It has recently come to State Aid's attention that an appropriation of $3.75 million from the 2024 AT Infrastructure funds was dedicated by the 2024 legislative session to a City of Ramsey AT Infrastructure project. As a result, up to $12.502 million is available for the upcoming 2024 competitive AT Infrastructure solicitation. Included below is an updated 2024 solicitation notice for the AT and SRTS Infrastructure programs.

State Aid is kicking off the 2024 AT and SRTS Infrastructure Solicitations on September 23, 2024. Both solicitations will run concurrently and provide up to $12.502 million and $8.5 million, respectively, for funding eligible bicycle and pedestrian improvements. Strong projects will mitigate safety hazards related to interacting with vehicular traffic, create safe and comfortable environments for walking and biking, connect communities and key destinations and boost public health. Improvements funded by these grants will require a useful life of at least 10 years and must be ready for construction in 2025 or 2026. Applicants will compete amongst the program eligibility and selection pool schedules outlined below.

AT and SRTS eligibility

The first month of the solicitation schedule will be a period of submittals for Letters of Intent. Applicant entities can, but are not required, to submit potential projects to allow State Aid staff to provide feedback on application strength and project readiness. The full application submittal period will begin on Monday, November 4, 2024 and close on Friday, January 17, 2025. Project selections will be announced on or before April 30, 2025. The 2024 AT and SRTS Infrastructure solicitations will have a project selection request range from $50,000 to $1 million.
