BK Kormah

State Aid is pleased to welcome Bashiru (BK) Kormah to the federal aid group. BK has filled the newly created position of Federal Aid Grants Coordinator. He will focus his efforts on federal aid agreement projects, drafting and processing agreements, reviewing agreement pay requests and general oversight and tracking of federal aid agreements. 

In 2019, BK earned a bachelor’s degree in international relations/business from Augsburg University. During college, he interned at Friends of the Boundary Waters Wilderness, Metropolitan Council, Hennepin County, and Onyx Center Source. After graduation, he joined the Peace Corps as a literacy, math, and development volunteer in Liberia. He was evacuated due to the pandemic. In 2020, he returned to Hennepin County as an Accountant Specialist, focusing on construction and purchase agreements and construction pay applications. In 2022, BK graduated with a Master’s in Sustainable International Development.

Outside of work, BK volunteers with Sports and Leadership Academy as their Chief Financial Officer. In his free time, he enjoys playing and watching soccer, biking, and spending time with family.

Chris Nobach

We are happy to announce that Chris Nobach has accepted the position of Special Programs and Project Development Engineer. This position was formerly held by Rachel Broughton until earlier this summer. Chris has been working in State Aid since September 2021 as the Assistant Project Development Engineer, overseeing the emergency relief program. In addition to this, Chris lent his expertise to the project development group, federal aid plans group, and federal aid agreements group. Chris will now oversee the federal aid agreements program, federal discretionary grant program, federal lands access program (FLAP), federal fund swap program, and many other duties. State Aid and local agencies may continue to work with Chris on ER questions and processes until a replacement is hired.

Mike Eull

We are excited to introduce Mike Eull, who has joined us as the State Aid Application Lead. Mike will be filling in the position vacated by Rick Kostohryz due to Rick’s retirement.

Mike started with MnDOT in 2011 with the Geographic Information Mapping unit in the Office of Transportation System Management. For the past five years, he was as a GIS developer and support specialist within MNIT Enterprise GIS serving the Metro District. He has worked on numerous GIS mapping projects including the state highway map and aeronautics chart. Mike also maintained the statewide city/township/unorganized territories (CTU) boundary dataset, and more recently helped deploy and administer ArcGIS Portal for MnDOT.

Mike grew up in Fergus Falls, and has been a Minnesota resident almost all his life. For 19 years he has lived in NE Minneapolis, where he and his wife are raising their twin children. In his free time, Mike enjoys music and playing the guitar, woodworking, remodeling, and exploring nature with his family.

Mike Kilanowski

After 24 years with State Aid Finance, Mike Kilanowski has retired. Mike started at MnDOT in July 2000 in State Aid Finance. Prior to MnDOT, he worked for 10 years at Business Records Corporation (now Avenu), the software company that provides counties with the New Roads costing system. He spent eight years as the product supervisor of the highway casting system.

Mike's plans after retirement are to finish a number of home projects, and spend more time woodworking – one project of which is to build an entire kitchen for his son!

We are incredibly grateful for all his years at MnDOT, and over his 30 years serving the county highway departments across the state. We wish him well in retirement.
