OJT goals and requirements for local agency federal aid projects

The primary objective of MnDOT's On-the-job training (OJT) program is to offer equal opportunity for the training and upgrading of minorities, women, and disadvantaged persons toward journey-level status in the highway construction trades.
Per 23 Code of Federal Regulations 230.111, MnDOT has an established OJT program and an OJT Special Provision that has been approved by the FHWA. This regulation is located in the Contract Special Provisions, Division S-1 (2041) ON-THE-JOB TRAINING PROGRAM.
Trainee hours are reimbursed at the following:
- $1.00 per hour worked;
- $5.00 per hour worked by a graduate of a MnDOT OJT Supportive Services Program;
- $10.00 per hour worked by a graduate of a MnDOT OJT Supportive Services Program and who is assigned a mentor by the contractor.
In order for the contracting agency to have these hours reimbursed with 100 percent federal funds, the Statement of Estimated Quantities must include a line item for trainees, OJT hours. Payment for OJT hours will be paid under item number 2041.610, description Trainees, unit by the Hour. This item shall be shown on the Contractor’s Bid Schedule at the fixed rate amount of $1.00 per hour. Failure to do this could result in a price being filled in for this item and risk for a change in the low bidder.
Additional reimbursements shown above can be made by charge order or backsheet item on the contract if applicable.
