The Federal Highway Administration (FHWA) and the Minnesota Department of Transportation (MNDOT) Office of Civil Rights are accepting applications from educational institutions to participate as a host site for the National Summer Transportation Institute (NSTI) 2025 program.
NSTI program objectives are to:
- improve STEM skills,
- provide awareness to middle and high school students about transportation careers (particularly minority, female and disadvantaged youth) and
- encourage participants to consider transportation-related fields of study in their higher education pursuits.
NSTI host sites must commit significant program time to classroom instruction. The length of the NSTI program is typically 2-4 consecutive weeks. Host sites may elect to operate a day program, virtual program, or residential program, with room and board provided by the host site. Host sites may propose more than one program. A complete application must be submitted for each program proposed.
The FHWA will fund the 2025 NSTI Program and MnDOT will administer the application process and provide program oversight to selected host sites. The proposed NSTI program would occur during the period beginning June 1, 2025 through August 31, 2025.
PLEASE NOTE: Funding for the program is contingent upon issuance of grant award by FHWA.
Eligibility
Accredited colleges, community colleges, universities, Tribal Colleges, Historically Black Colleges and Universities (HBCUs), Minority Serving Institutions (MSIs), Hispanic Serving Institutions (HSIs), and Asian American Native American Pacific Island Serving Institutions (ANAPISIs) throughout the United States, District of Columbia, the Commonwealth of Puerto Rico, Pacific Island territories and the U.S. Virgin Islands are eligible to submit an NSTI application to serve as an NSTI host site.
Application Process
Academic institutions interested in serving as host sites must complete and submit their application package via email to ocrgrantinvoices.dot@state.mn.us no later than Jan. 7, 2025, at 2:00 p.m.
ADDENDUM: ADDITIONAL APPLICATION DEADLINE
Applications received by Dec. 19, 2024, at 2:00 p.m. will be given consideration for funding from a special allocation from Federal Highway Administration, up to $50,000.00.
Applications received by Jan. 7, 2024 ,at 2:00 p.m. will still be evaluated and awarded based on available federal funding remaining under 23 U.S.C. 140 (b) up to $100,000.
*All funding under the National Summer Transportation Institute RFP is subject to approval from FHWA prior to award.

Northern Minnesota Highway Construction Training program
MnDOT seeks responses from workforce centers, community-based organizations, training institutions, colleges, and trade associations to develop and administer a program in highway construction career development and training.
The program to be developed and delivered is:
- One adult highway construction trade training program in Northern Minnesota for up to 12 participants.
The selected entity will work with MnDOT staff and current OJT support services vendors to ensure that services are consistent throughout MnDOT OJT support services programs.
