Minn. Stat. 15.41 - Construction Permits, Requisites
The State and every political subdivision shall specify on every construction permit the name and address of the applicant and the general contractor if there is one. Permits must be posted in a conspicuous and accessible place at the site of construction

Minn. Stat. 15.411 Public Work Contracts; No Damages for Delay Clauses
Defines “Public works contract”, allows for the contractor to recover costs if the delay is caused by the contracting public entity

Minn. Stat 15.72 - Progress Payment on Public Contracts; Retainage
Progress payment on a public contract for a public improvement shall make progress payments on a monthly basis as work progresses.

Minn. Stat. 15.73 - Alternative Form of Retainage
At the contractor’s option, a bond or security with the state can be held in lieu of a cash retainage.

If the project estimate is over $25,000 there must be a public notice. All bids over $50,000 must be sealed when received and opened publicly.
