Hwy 280

About this project

We are making significant improvements to Hwy 280 from I-94 in St. Paul to Hwy 36/I-35W in Roseville.

In 2026, we will resurface Hwy 280 from I-94 to Hwy 36/I-35W, repair bridges, repair and resurface ramps, repair drainage and make additional improvements. Motorists can expect a full closure of Hwy 280 from I-94 to Hwy 36/I-35W in 2026. A full closure allows crews to finish construction quickly and safely. Resurfacing the aging pavement, improving drainage and repairing bridges will extend the life of the highway and bridges, improve safety and provide a smoother ride for motorists.

In 2028, we will continue to repair bridges and make safety and accessibility improvements for those that travel along and across Hwy 280. These improvements are still being analyzed and considered. We will also permanently close the left turn from Hwy 280 to Broadway St. Northeast to prevent serious crashes from happening in the future. Right turns at the intersection of Hwy 280 and Broadway St. will remain open. There have been a number of serious crashes and close calls at this traffic signal that have been at high speeds. These high-speed crashes are extremely dangerous and can lead to serious or fatal injuries.

We are continuing to plan future safety and accessibility improvements along Hwy 280 for construction in a later year.

• Resurface Hwy 280 from I-94 to Hwy 36/I-35W
• Repair Hwy 280 bridges over the following locations:
  • I-94
  • University of Minnesota Transitway and railroad tracks
  • Energy Park Dr.
  • Como Ave.
  • Hennepin/Larpenteur Ave.
  • I-35W
• Repair and resurface the following ramps:
  • Energy Park Dr.
  • Como Ave.
  • Larpenteur Ave.
  • St. Croix St.
• Repair drainage
• Install new traffic signs
• Replace guardrails

2028

• Repair bridges that carry traffic over Hwy 280 at the following locations:
  • Wabash Ave.
  • Franklin Ave.
  • University Ave.
  • Territorial Rd.
• Permanent closure of the left turn lane from Hwy 280 to Broadway St. Northeast
• Upgrade sidewalks to meet ADA requirements
• Additional safety and accessibility improvements to streets along and across Hwy 280 are still being analyzed and considered

Traffic impacts

All traffic impacts are tentative and weather dependent. The Metro Transit Bus Routes 30 and 33 will continue serving existing bus stops during construction, but bus schedules may be affected by construction. Visit Metro Transit for the latest information.

Upcoming

Information about upcoming traffic impacts will be provided as details become available. In 2026, motorists can expect a full closure of Hwy 280, between I-94 and Hwy 36/I-35W, including ramps. Hwy 280 will reopen before the beginning of the State Fair in late August. After the State Fair, we will make efforts to limit traffic impacts to lane closures through fall 2026. Lane closures are also anticipated during construction on Energy Park Dr. under Hwy 280. Cross streets will remain open except Broadway St. In addition to the posted detour, please consider using Snelling Ave. for local detours.
