Traffic Control

As a construction inspector your role is crucial in maintaining the safety and effectiveness of traffic control in construction zones. Familiarize yourself with the MNMUTCD and relevant project documentation to enforce compliance efficiently.

Key Inspection Areas

  • Documentation Review:
    • Familiarization: Study the traffic control plans, special provisions, and other contractual documents. Focus on the traffic control requirements specific to your project.
    • Reference Materials: Regularly consult the Plan, MNMUTCD, Field Manual, Flagger Handbook, and Traffic Engineering Manual for guidance.
  • Daily Inspection of Traffic Control Devices:
    • Proper Placement: Verify that all traffic control devices are placed according to the plans or the Field Manual. This check should be performed daily to adapt to any changes in the work zone.
    • Quality Standards: Check the condition and visibility of traffic control devices, ensuring they are not worn out or obscured. See Field Manual, Quality Standards.
  • Monitoring and Enforcement:
    • Contractor Compliance: Ensure that the contractor regularly monitors traffic control measures as per the contract requirements.
    • Flagging Operations: Observe flagging operations to confirm that flaggers are using proper procedures, wearing the correct safety attire, and utilizing specified equipment.
  • Issue Resolution:
    • Reporting Problems: If traffic control issues arise, promptly report them to the project engineer and the District Traffic Office. Discuss potential revisions or improvements to address the issues effectively.
    • Documentation: Keep a detailed log of any discrepancies, actions taken, and communications with project stakeholders.

Effective traffic control is paramount for the safety of both the workers in the work zone and the general traveling public. As an inspector, your diligence in following these guidelines helps maintain high safety standards and regulatory compliance.
